Gov. Earl Ray Tomblin today recognized state employees from the Consolidated Public Retirement Board, the Board of Risk and Insurance Management (BRIM), the Finance Division of the Department of Administration, the Lottery Commission and the State Budget Office of the Department 0f Revenue for being awarded the Certificate of Achievement for Excellence in Financial by the Government Finance Officers Association of the United States and Canada (GFOA).
“Our current internal financial controls and assurances that we have in place within state government are working and the result is a high level of accountability and transparency to our citizens,” said Gov. Tomblin. “I applaud our state agencies and their hard-working staff who continuously reach these levels of financial reporting excellence year after year.”
The Certificate of Achievement for Excellence in Financial Reporting was awarded to the Consolidated Public Retirement Board, the Board of Risk and Insurance Management (BRIM), the Finance Division of the Department of Administration and the Lottery Commission, based on these agencies’ comprehensive annual financial reports (CAFR) for the fiscal year ended June 30, 2012.
In making this prestigious national award, GFOA recognizes conformance with the highest standard for preparation of state and local government financial reports. According to GFOA, the Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
This is the 18th year of receiving this honor for BRIM and the Finance Division; the 16th year for the Lottery Commission; and the first year for CPRB. The CAFR is judged by an impartial panel to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users to read the CAFR.
Additionally, the State Budget Office of the Department of Revenue received the Distinguished Budget Presentation Award for the Governor’s Executive Budget Documents for the fiscal year ending June 30, 2014. This marks the 18th year the Budget Office has received this recognition. This award is the highest form of recognition in governmental budgeting. In order to receive this award, the state had to satisfy nationally recognized guidelines for effective budget presentation, including a policy document, a financial plan, an operations guide and a communication device.
