Small Business Administration Leader Bids Farewell

The U.S. Small Business Administration announces its West Virginia district director and small business advocate, Judy McCauley, retires from the agency effective September 30, 2014. McCauley is a native of West Virginia, currently residing in Fairmont with her husband Matt. She earned her bachelor’s and associate’s degrees from Fairmont State University.

 

McCauley entered public service December 3, 1989. She later joined the SBA August 18, 1996 and has held the position of district director since April 18, 2004. As District Director, McCauley has been responsible for the delivery of SBA programs and services statewide, including guaranteed lending, government contracting, counseling, training, disaster assistance, international business opportunities, compliance; and oversight of the Small Business Development Centers, Women’s Business Center and SCORE Chapters.

 

Senator Joe Manchin recognizes McCauley’s retirement noting, “I believe it is the mark of a life well lived to leave a place better than we found it. Judy has certainly accomplished a great deal in service to our state throughout her time with the Small Business Administration.”

McCauley has served on the Affiliate Leadership Council for the West Virginia High Technology Consortium Foundation, the Board of Advisors for the Small Business Development Center, West Virginia Export Council, Glenville State College Department of Business, and Vision Shared Entrepreneurship Committee. During her tenure she was the SBA point-of-contact for the West Virginia FEMA Voluntary Agency Liaisons and the West Virginia Voluntary Organizations Active in Disasters. McCauley served as a strong advocate for the statewide collegiate business plan competition, and is a recipient of the West Virginia Women in Business Champion Award.

One of McCauley’s accomplishments during her tenure is her instrumental role in creating West Virginia’s premier federal procurement conference, “Teaming to Win”, and served as chairman of the board and conference director.

McCauley served on the SBA Administrator’s National Advisory Council, representing the District of Columbia, Maryland, Pennsylvania, Delaware, Virginia, and West Virginia. She served on the West Virginia Chamber of Commerce Small Business Committee and the Regional Contracting Assistance Center Board of Advisors.

McCauley served as a member of the Northern West Virginia Chapter of the National Contract Management Association (NCMA), and served as chapter president and national director. She is a recipient of the chapter’s “Award of Excellence,” the national “Blanche Witte Award,” a contributor to NCMA’s national magazine, and a featured speaker at the national conference. McCauley is an NCMA Fellow.

The SBA and the West Virginia District Office wishes McCauley well in all her future endeavors. SBA mid-Atlantic Regional Administrator, Natalia Olson-Urtecho states, “Judy McCauley epitomizes a true West Virginia small business advocate. It has been a pleasure working with her these past two years, and I know wherever her future takes her West Virginia will surely continue to benefit.  She will always remain a part of the SBA family.”
