Governor Tomblin Announces More Than $1.5 Million to Expand Substance Abuse Treatment Services

Governor Earl Ray Tomblin has announced more than $1.5 million in substance abuse treatment services, establishing new services in 12 counties and expanding services in eight additional counties. This grant funding will support nearly 150 new inpatient treatment beds, a women’s recovery residence and outpatient and intensive outpatient services, and it will place community engagement specialists and recovery coaches in each county.

“Substance abuse is one of the greatest struggles our state has ever faced, and my administration continues to make the fight against substance abuse a top priority,” says Tomblin. “We want those struggling with substance abuse to find help and hope in West Virginia, and that starts with giving our residents the support they need to get on the path toward recovery and return to their families, communities and workplaces.”

Through the governor’s justice reinvestment effort, West Virginia is on track to invest $9 million in substance abuse treatment to help those who have served time for drug-related crimes transition from the criminal justice system back into their communities.

“Over the past several years, we’ve worked hard to increase community-based substance abuse treatment and recovery options across the state,” says Tomblin. “Since 2013, we’ve doubled programming already available, and today’s grant awards are the next step to expand critical substance abuse treatment services in areas where services were limited or non-existent.”

Treatment and supervision grant funding is administered by the West Virginia Department of Military Affairs and Public Safety’s through its Division of Justice and Community Services.

New and expanded programs include:

Open Minds Recovery Services – $501,100

These funds will be used to develop a new Level III, 100-bed Recovery Residence and support the positions of community engagement specialists and recovery coaches serving Fayette, Raleigh, Summers and Wyoming counties.

Jefferson County Day Report Center – $102,579

These funds will be used to support additional community engagement specialists and recovery coaches serving Berkeley, Jefferson and Morgan counties.

Community Action South Eastern WV (CASE WV) – $217,366

These funds will be used to develop a new Level II Women’s Recovery Residence and support community engagement specialists and recovery coaches.

Greenbrier County Commission – $80,000

These funds will be used to support a community engagement specialist and recovery coach serving Greenbrier County.

Logan Mingo Area Mental Health – $160,231

These funds will be used to establish an 18-bed Level II Recovery Residence and support the positions of a community engagement specialist and recovery coach serving Logan and Mingo counties.

Burlington United Methodist Family Services – $161,627

These funds will be used to establish a 15-bed Level II Recovery Residence and support the positions of a community engagement specialist and recovery coach serving Grant, Hardy, Hampshire, Pendleton and Mineral counties.

Mason County Commission – $68,825

These funds will be used to support outpatient and intensive outpatient services as well as a community engagement specialist and recovery coach in Mason County.

Prestera Center – $106,022

These funds will be used to support outpatient and intensive outpatient services as well as a community engagement specialist and recovery coach in Putnam County.

Recovery Point of West Virginia – $149,000

These funds will be used for the continued operation and expansion of support services of a recovery coach and community engagement specialist serving Kanawha and Cabell counties.
