SBA Welcomes New Government Contracting Representative

The U.S. Small Business Administration welcomes Lucas Payne as the Procurement Center Representative (PCR) for the Office of Government Contracting for Area II.

Payne, a native of Buckhannon, WV has worked as a contracting professional with the Department of Defense and most recently the Department of Energy bringing more than 10 years of experience with him to the SBA.

In his new position Payne ensures small businesses have a fair and equitable opportunity to compete for federal contracts. A key component of his role includes oversight and review of federal contracting activities in West Virginia and western Pennsylvania with respect to their procurement processes and procedures. Payne is also responsible for providing professional training, outreach, and contract assistance to small businesses.

“I am excited to have Luke onboard and look forward to learning from the knowledge he brings with him,” states SBA’s West Virginia District Director Karen Friel. “The PCR role is very important to West Virginia as they help ensure federal agencies meet the 23 percent small business federal contracting goal.”

Payne is a veteran serving over 16 years with the Army National Guard including two deployments. He has a bachelor’s degree in Organizational Leadership from Mountain State University and has a Level III Federal Acquisition Certification in Contracting.

I am confident that he will ensure small businesses will have maximum practical opportunities to participate in Federal contracts. ” states SBA’s Office of Government Contracting Area II Director Amy Kim.

Payne resides in Buckhannon with his wife and son. Outside the office you can find him officiating high school football in the region, fly fishing, and skiing.
